Sustainable Rivers: the Cap and environmental flows
This brochure explains `the Cap' --- an upper limit to the amount of water that can be legally extracted from the Murray-Darling Basin rivers. The Cap was set in July 1997 by the Murray-Darling Basin Ministerial Council.

The brochure outlines why the cap was set, in the context of our understanding of rivers and how they `work'. It briefly explains the roles of high flows, river regulation, adjustments to the Cap, sleeper and dozer licences, environmental flows, floods, seasonal flows, constant levels, big dams and other barriers, farm dams and carp.
